LuckPerms is the most popular permissions plugin. It lets you make ranks, like builder or moderator, and choose exactly what each rank can do.
Before you start
Install LuckPerms from the Plugins page, like any other plugin. See Install plugins. Then open Console.
Make a rank
Type lp creategroup builder to make a rank called builder.
Give the rank a permission
Type lp group builder permission set, then the permission, then true. This one lets builders change their gamemode:
lp group builder permission set minecraft.command.gamemode true
Give a player the rank
Type lp user, their name, then parent add builder. For example:
lp user Notch parent add builder
Prefer clicking to typing?
Type lp editor, and open the link it gives you to edit your ranks on a web page.
